In a major move towards modernizing India’s taxpayer registration framework, the Cabinet Committee on Economic Affairs (CCEA) has approved the PAN 2.0 project. This initiative is set to transform the existing Permanent Account Number (PAN) system into a “common business identifier” while introducing stringent security measures for accessing this critical income tax identification data.
The project comes with a budget allocation of ₹1,435 crore and focuses on leveraging advanced technology to improve taxpayer data management and provide seamless services. PAN 2.0 will include mandatory adoption of a PAN Data Vault system for all entities using PAN data and a cutting-edge grievance redressal system to address taxpayer concerns effectively.
What is PAN 2.0?
Union Minister Ashwini Vaishnaw explained that PAN 2.0 represents a significant upgrade to the existing system, introducing a robust digital infrastructure designed to enhance its functionality and security. Key features include:
- Upgraded system architecture.
- Unified portal for all PAN-related activities.
- Enhanced cybersecurity measures.
- PAN Data Vault to secure sensitive taxpayer information.
- Common Business Identifier for specified sectors.
This initiative also integrates core and non-core PAN/TAN operations, streamlining the validation services and ensuring a superior digital experience for users.
Do Citizens Need to Reapply?
The government has assured existing PAN cardholders that they need not reapply for the upgraded card. The new cards, featuring QR codes and enhanced digital features, will be provided at no additional cost to the current 78 crore PAN holders.
Union Minister Vaishnaw emphasized the government’s commitment to ensuring that the upgrade remains hassle-free for taxpayers. He stated, “There will be a unified portal that is entirely paperless and online, with a strong focus on grievance redressal.”
